Unfortunately, besides the inherent difficulties of translating research findings into specific policy changes (see Hordjik and Baud, 2006), many of the reports are not easily accessible to urban policy makers and urban policy stakeholders in Jakarta, usually *least of all* the urban poor themselves.

its saying the the reports can't be accessed by the policy makers and the stakeholders, but more importantly, the actual people living in urban poverty, meaning the people who the reports concern the most.
They are saying that the people who these reports are meant to help are the last people who will ever see or be helped by them.
