its saying the the reports can't be accessed by the policy makers and the stakeholders, but more importantly, the actual people living in urban poverty, meaning the people who the reports concern the most.

They say one calendar day to distinguish it from a 24 hour day. If you rent a truck, let's say, you rent it for one day but that can mean a 24 hour day, perhaps from 7 am one day to 7 am the next day, so you are actually bringing it back on the next day according to the calendar. If you have to come in one calendar day ahead, that means any time on the day before the essay is due. Any time they're open, of course.

No, it would be lower cased - so high school. It would be capitalized if it was part of a school's name. Like Riverdale High School or something like that. Not when in just normal basic use.

No, keep it in the lower case. The only time to capitalize that would be if you were talking about a specific high school, such as New York High School. The general words are not capitalized. :)
